Yes, that is true. It requires something like a hearing with the State to
raise the delivery rates.

Note; when you read an electric bill there is always a fixed charge. I
assume that is for reading the meter and sending a bill. 

All the remainder on the front page of a Nat Grid bill is the cost of
poles, lines, maintenance, etc; ie delivery of the stuff. The charge for
generation is on another page.

You can have a choice of who does the generation. There are many. Look on
Nat Grid's web site & print out the list. That's a good start. But BEWARE

Call (here forget the web sites, as they make everything look good) Ask if
there is a sign-up fee, fee to end the relationship, contract length,
charge increase during the contract, etc.

It's just like seeing an ad for Dish Network and believing that's all there
is to it.  

Example: Last year I signed up for one to get buckets of AA milage. There
was a three month agreement on a cheap rate. After that it didn't double,
it tripled! Quickly I opted out.

I've been looking around. Haven't found much below 11 cents / KWH. I will
check that one at 10 cents.

One last thing. Most of the companies try to make it sound like all you pay
is their rate. Not so. Remember Generation, Delivery, and the Bill all
cost...you.

PS Green power. Careful. Those who use wood are often burning scrap wood
that should be left in the field. They take dead trees, chip them & send
them to the power plant. Notice that the word "dry" isn't here. Yes they
are sent green, Consequently the efficiency is around 20%.

The end result is there is less nutrients for the next crop of trees, for
little power.

Finally, the latest is to literally rip up all trees in a given area (say
50 or 100 acres), leaving a small patch (half acre or so) so the forest
company can claim they left something.

As I understand it, only the generation portion of the bill is going up 
since that's dependent on fuel costs. Is that correct?
