You need to be a CLEC and have built into the Verizon Serving wire center before you can order DSL copper loops

You can access unbundled sub loop assemblies from a remote terminal but you need to be in the SWC and the remote terminal

I have run a couple DSLAMS in the area through my CLEC. the copper is questionable.

The hardest part is interfacing and ordering with Verizon.
