Gary,

My advice is open up the enclosure and pull the physical hard drive out
from inside and put it in a new box.  It sounds like the enclosure may be
malfunctioning.

If it is a full size desktop hard drive I recommend these enclosures:

If the drive is a 2.5"  drive ...or you want something that can do both, i
recommend this nifty device:

Little adapter that just clips to the top of the hard drive, connects to a
computer.  With optional power cable for desktop hard drives.

....or bring it to a local tech shop that has things like this and have
them transfer the files for you.
