Unfortunately, the 'reserved city part of the poles' is reserved for
'emergency services'. Even the city can't put general access fiber there, only
police/fire alarm and communication wires (eg for things like police phones
[no longer used -- they have been replaced with radio and cell phones] and
pole mounted fire alarm boxes, etc.).

I believe the state has passed laws putting limits on 'make ready' costs and
pole space rental, partitularly as relates to municipal / state usage (eg to
'grease the wheels' for the MBI, etc.). Verizon is still likely to make it as
hard as possible, since it would mean (gasp!) *competition*, which as we all
know is seriously bad news [for a monopoly]. :-)
