I do my own payroll for one employee.  I work in a spreadsheet to  
track hours, pay, withholdings, unemployment insurance, etc, with a  
checklist for filing all the right paperwork to state and federal govt  
agencies and monthly deposits of state and federal withholdings...  
It's an attention to detail thing.  If you're good at doing paperwork  
regularly and making those withholding deposits, then you can do this  
too.  But if you're one of those people who gets frustrated with  
record-keeping or who easily forgets to file quarterly reports and  
such then you may want to pay someone else to do it for you to lessen  
the chance of liability.
