If Verizon is not allowing her to set up her account using IMAP over POP then yes, it would work. That being said Gmail wouldn't need IMAP set up "out of the box" so to speak. IMAP (and POP) use different ports on your computer to do their thing, 143 and 110. Unless you are using a local program, say Outlook, then you are going through a web interface to access Gmail. When you log onto your GMail on your computer you'll notice your URL starts with HTTPS (secure HTTP) that's a completely different port than IMAP or POP, it's 443. IMAP isn't needed in those cases as you are accessing your email with the HTTPS port not the IMAP one. Again, if she wanted seamless syncing between a local service, again say Outlook, and the email server (Google) then IMAP would be the way to go for Outlook to receive the emails, but if this is personal use between a few devices then Gmail would be fine and would not need IMAP set up in that manner. Merely forwarding her email to Gmail should be enough. She would have the option to use the Gmail app on her Phone and Ipad or set up the native Mac Mail account to sync her Gmail account. Personally, it sounded to me like the issue wasn't the ability to interface/sync between all her devices, although that would make it easier for her. It was the fact that Verizon wasn't filtering out spam emails that she was having to delete. I might have read into it wrong though.
