FYI, in the free/open-source software category there is Inkscape,
which can open and edit .eps as vector art:

And Gimp is also available for Windows and will open and edit .eps
files (but you are then saving them as an image, not
resolution-independent data):
http://gimp-win.sourceforge.net/stable.html
