Women's shelters used to take them. FCC regs say that any working cell phone that dials 911 - whether it has a paid service plan or not - must be connected. It's the sort of thing that folks finding themselves at a shelter unexpectedly might find useful. One of the major carriers - either Verizon or AT&T - used to have a program that reconditioned phones for troops overseas. I don't know if that program still exists - and which job it was that I offloaded our retired phones into this program for. It's been a while since I've had to offload a working phone, the last few I've retired were fit only for responsible disposal.
