[Hidden-tech] Mobile App Development

I work for an NSF grant at UMass Amherst and we are looking 
to develop a mobile app for our project - which reaches out to 
high school and community college and 4yr students interested in 
computer science and IT disciplines. www.ITforU.org 

Is it difficult to download a SDK for iOS and Android and develop an app on our own? 
What are people's experiences? 
Any mobile app dev. contacts in western MA that you know of or have worked with? cost?
