[Hidden-tech] Resetting/Charging Belkin UPS?

Hi have a big Belkin 550VA backup UPS / Surge protector.

During the storm the battery must have drained. I was not here. The surge
outlets still work. The circuit breaker does not rest. On button does
nothing. No lights.

Anyone familiar with these?
