I love Harvest. http://www.getharvest.com/ . It does everything you outline and does it very well. 

The negative is the price tag at $12/month for my solo consulting practice, so it won't save you money over Quickbooks. However, I find that I typically make the cost back in increased billing since it's so much easier to track my time accurately wherever I am working, do my billing and invoicing, and get reports about my accounts and my team (for larger projects). There is a free trial so you could see if the cost is worth it to you.

Hi Everyone,

I have been happily using Quickbooks Pro for my time billing and 
invoicing needs
up until now. I just got a notice from them that they will no longer support my
"ancient" (sarcasm intended) 2008 version of Quickbooks Pro. They are enforcing
this by removing the feature of emailing a PDF invoice to my clients. This is a
wonderful feature that they will be disabling on 5/31/2011 in a 
blatant attempt to get
me to pay $200 to upgrade just to keep that feature. I'm really pissed.

I am now looking for other software so that they will lose my 
business. My needs are
pretty simple. I want to be able to set up clients, track time for 
projects, send
invoices based on time spent and receive payments against the invoices. I would
like to be able to email my invoices to my clients in some way. 
That's pretty much
it. I don't actually use any of the rest of the accounting functions 
of Quickbooks.

Does anyone have any recommendations? My computer is a Windows 7 PC.
