I would suspect that *publications* have an E-Mail account setup just
for the purpose of receiving *unsolicited* press-release E-Mails. 
Otherwise what would these publication be writing about?

If you are sending out ligitimate, properly formatted press-releases, I
would not think you would need to get permission in advance. Just make
sure you are sending the messages to the proper E-Mail addresses set
aside for that purpose.  And it would certainly make a difference if the
message has 'Press Release' in the subject its body is clearly organized
as a press release, something so that a busy editor or reporter can
quickly skim and see if it is something that makes sense to follow up on
or not.
