Startup America <http://www.whitehouse.gov/issues/startup-america> is the White House initiative to celebrate, inspire, and accelerate high-growth entrepreneurship throughout the nation. The briefing which announced the launch was part of the 35^th anniversary celebration of the Association for Enterprise Opportunity, Green America's partner on the small business and sustainability research. The new program has appeal to small green businesses: * No capital gains taxes on qualified small business investments made throughout 2011 * Federally guaranteed leverage for private funds that invest in clean energy, education, or underserved markets * Streamlined rules for private funds that invest in lower-income communities * New funding for proof of concept centers that accelerate green technology innovation Startup America has an associated partnership <http://www.startupamericapartnership.org/> founded by Kaffman Foundation and The Case Foundation that includes many companies that serve small businesses. They've also announced a $1 Billion Impact Investment Fund. The Small Business Administration will commit $1 billion to those funds that invest growth capital in companies located in underserved communities. This will include investing in economically distressed areas as well as those companies in emerging sectors such as clean energy. SBA will provide up to a 2:1 match to private capital raised by these funds, partnering with private investors to target "impact" investments. The White House wants to hear your ideas on how to reduce federal barriers for entrepreneurs trying to start and scale companies.
