Mailman can do this and is pretty much the standard tool.  It does
create a login (e-mail address) and password, but this is automatic. 
Note: this is going to be true for ALL on-line E-Mail list systems. 
The only other alternive would be to just use a private list on your
PC, but then you (the list owner) would have to add and remove users
manually.
