AT&T has worldwide plans; she can log in to her account or call and add the necessary services(s). Then cancel/change it when she gets back. Data plans cost a bit depending on how much usage there will be, but in the end I found it worthwhile (I have an iPhone and used it extensively and with no problems at all during 2 trips abroad last year).
