Why not have everyone enter the data into tables, such as Word/Excel, then combine them at one spot? Rich is right that there are too many unknowns in your request. If you want someone to be able to enter data continuously that is different from a one-time collection. Do you want on-line entry or submitted files? I am not a fan of mixed environments for preparing final documents. I have been burned too many times by "nearly compatible" formatting. I would think of this as a two part process, as I said above. There are many options, some even open source - such as open office/Base or for a small fee: http://quickbase.intuit.com/ another is Filemaker that has many local and web options including iPad/iPhone. The web sites based on a CMS like joomla or Drupal, have extensions that provide such services, such as Sobi2.
