Additionally, we would need information such as what technologies are used.
Some providers support PHP, some .NET... some MySQL, some MS SQL Server.
You need to provide more specific information.

Additionally, latency is more about the network than the location.  You will
find places close by with much worse latency than some of the big national
providers with multiple high-end direct connections to backbones.

Setting up with most providers in a day shouldn't be a problem (unless you
need a custom dedicated solution, which could take longer), your biggest
problem will be moving your DNS which can take days to apply to everyone.

You might want to look into VPS (virtual private server) solutions, you can
find some for around $100 and while they may not be the most powerful
solutions, they can scale if you need more power later.  Otherwise you're
talking about shared hosting for under $100 with a top-shelf provider and
that can have its own problems.   I recently looked at VPS solutions from
thePlanet.com and Rackspace.com, both of which have really top end networks
and VPS solutions that can be set up quickly and which come in around $100.
That is by no means an exhaustive list, I looked at those two because of
projects with existing relationships with those providers.
