Fred,

I have no experience with linkbuilding.net however there are a number of 
less than honest businesses out there that do this kind of work.  My gut 
reaction would be to say run and don't stop running until this idea is 
out of your head.

An outbound link from your website does not help you in terms of SEO. 
An inbound link to your website would help you.
