[Hidden-tech] suggestions needed for a relational database - project needs discussion

 From what I am hearing, and what I know about your issue (my wife is 
head of the Ed Dept at GCC)
I would suggest two paths:

1) Explore more about what outcome tracking is being used at other 
educational institutions and regions
this is a pretty common problem that many people are trying to understand

2) The heck with all the fancy live input methods - web or desktop and 
go with paper.
By that I mean the basic data entry forms that have be properly setup 
for scanning,
since it appears that the bulk of your data is multi-choice or numeric, 
a well
designed paper input form using the right OCR package can get you a reliable
input tool.  I would expect you'd need some data review and editing,
but then that is what grad students and interns are for.
