Sharing a *T1* is legal.  A T1 is not normally a 'residential' thing
(it does not use residential wires -- it is in fact a business service
as far as the T1 vendor is concerned) and generally don't have much in
the way of 'terms of use' restrictions.  In other words as far as the
telco or T1 vendor is concerned, the T1 line is being leased to a
business, since there is no such thing as a 'residential T1 line'. T1
lines are commonly used as re-salable connections -- back before the
use of virtual digital exchanges for dialup, a typical dialup provider
would get a T1, a pile of modems, and a terminal (RS232) server with a
PPPD server and a UNIX box to provide authentication. Going from a T1,
a pile of modems, and a terminal (RS232) server with a PPPD server to a
T1 and a few WiFi units with Yagi antennas is pretty much a nobrainer. 
Whether you are bothering to charge for it or just 'sharing' it, is not
the T1 vendor's problem.

Sharing *Cable* or *DSL* connections are subject to the cable or phone
company's terms of use.  The thing here is that sharing *Cable* and
*DSL* connections directly compete with the *Cable* / *DSL* provider
itself and are more often as not residential services.  Also, the
bandwidth considerations are different and how the backhaul's bandwidth
is affected by 'sharing' also has implications for the provider and for
the provider's other customers.
