Yes.  No one really does bare metal HTML anymore.  Everything is some
flavor of CMS.  WordPress is good for a small site with a single
maintainer (or very small group of maintainers),  Joomla! or Drupal is
better for something like a larger organization with many people
maintaining different parts of the site.

For the mailing list, I'd recomend Mailman as a separate 'site' (eg
mailman.classgrass.com).
