I agree with both Kevin and Rich, to do custom development of this type will
most likely put it way out of the clients budget, I know if we quoted it,
I'd put it in the 5 figures.  You might try Bill Quinn at Harp Software, he
does some pretty custom web programming.

Personally, I think it would be better to re purpose an existing product or
plugin.

I think Joomla and Drupal have better options than Wordpress.  I know we
looked into similar things for clients before since we are now primarily a
Wordpress CMS house and there are a few like,
http://www.rogertheriault.com/agents/plugins/great-real-estate-plugin/, but
my guess is the ones for the other platforms would be more easily adapted to
work the way your client wants.
