Philip,

Great question.  Here's a great reference on how defining "Web 2.0" as a 
term, with any real qualitative or quantitative measures is itself a bit 
of a cloud! (pun intended for those geeks out there)   So best of luck 
to finding data that shows clear results on it's effectiveness...a 
better question may be "How is the Internet useful to helping small and 
medium sized businesses grow?"
