http://www.appcelerator.com/ If you are familiar with web technologies such as CSS/HTML, javascript, php, etc. I would recommend Appcellerator Titanium. AT allows you to compile native apps for iPhone, Android, mac/linux/ windows all using the same web-based source. I am currently using it for desktop applications and it functions fairly well. You will, of course, need the iPhone SDK installed, which required the OSX devtools. Your project seems like a really great application for AT, as what you are doing could easily be driven by a database and accessed with javascript, AT would make it all fit and give it the look and feel of a true iPhone app. As far as the scalability and updating, you may be able to get what you need from a CMS such as wordpress, allowing clients to update their own information. Then; pull the data for the iphone app from wp's MySql database. Caveats: AT is not what I would call "WEll supported"... Yet. That being said, it kind of just works; if it works in a browser it seems to work in AT. I would assume that any app created with AT would pass Apple's guidelines to be accepted to the app store (as long as you followed the guidelines yourself) but I don't know if any apps have so far, this would be a question for the AT team. Otherwise: you are stuck learning objective C. Good luck, it seems like a really cool project.
