It depends on the quality and time you want to spend converting. You can try
Graham Natteress, Canopus ProCoder, After Effects, or for best results send
it out to be transcoded with a hardware converter. We use Video Transfer in
Boston for mission critical broadcast programs.

Hello H-T list,

A little advice from experienced videographers and producers would be
welcome:
 
 Does anyone know of a simple video conversion software to convert from NTSC
to PAL and also PAL to NTSC?  We currently use Adobe Premier Pro CS4 to make
the files but are not happy with their conversions.
