The cost of building any network (fiber,copper or coax) is the labor and make ready work.  If you were going to hire the bucket trucks and replace the poles anyway why would you put anything but fiber up?   Anything that you do that isn't Fiber To The Home is a band-aid solution that is a waste of money in the long term.

100% of the service provider gear (Cisco, Juniper, etc) is sold with a non-transferable license, if you buy it on e-bay you are buying the hardware but have no legal right to use the software running on it.   In many cases you can re-certify the hardware and buy the software license but not always.

Now, If there is an existing copper plant you want to use there are many ways to use it,  DOCSIS for Coax, DSL for twisted pair.

As A CLEC I have access to the Verizon twisted pair.  I can install a remote terminal in a town and then pay Verizon per pair to use their copper.  I can then support any service that meets the Telcordia standards for telephony wires.   I have, for example ADSL2+ in Northampton that is pushing out 24mbps. 

The only thing I would need is a group of customers (100 or so) in a given area to sign up for a multi-year contract.  I tried a 'build it and they will come' network in Colrain and lost too much money to want to try that again.
