Fiber optic cable comes like telephone cable: it is a bundle of
n-strands (10, 25, 50, 100, ?).  They won't be tacking up single or
double strand cables, the cables will have pile of strands and many will
remain dark for some time (and be available as backups or future
expansion, etc.).
