A common way (e.g. used by folks in Europe with a US keyboard layout) is to
set your keyboard layout variant to "US international (with dead keys)" . In
KDE4 that can be done in System Settings - >Regional & Language -> Keyboard
Layout.

Using "dead keys", the left apostrope `, right apostrophe ', tilde ~, carat ^,
and double quote " modify the character that you type immediately after.
