A modern Linux Live CD might do the trick, if the distro has a working
NTFS fs driver module. If you have actual broadband internet and a CD
burner, you can download an ISO and burn a disk (cost you a little time
and about $1 (or less) for the CD-R blank).
I wonder if a MS-Windows install CD can work as a 'rescue CD' (like
almost all Linux install CD/DVDs do). Probably too much to expect from
Microsoft though, since they probably would rather sell you a special
purpose rescue CD for $100.00.
