Rich,

VoIP quality depends entirely on your IP network. VoIP works fine over DSL we typically deploy 2 DSL lines for a small office, one for voice & one for data. We can port numbers from anywhere in the state but cannot provide DSL service outside of the 413 area. We have customers in the Orange area on VoIP using Verizon DSL service with good results.

Typical installations use Linksys Power over Ethernet Switches and Linksys SPA-942 phones. The phones are configured to run voice & data on different VLANs with a DSL Modme (Zoom X5) on each VLAN handling DHCP addresses and Internet Gateway functions. The phones then register with our switch over the DSL service and download their config.
