What you are referring to is that JungleDisk provides a convenient 
end-user interface to a cloud system.
Their web pages mention Amazon S3 and Rackspace cloud offerings, which 
are in various locations.
RS has mostly sites in TX and Amazon has 2 main zones, which I believe 
are east coast and west coast.

On any cloud based offering, the reliability is that of the underlying 
cloud and how the interface layer adds redundancy,
since both Amazon and RS have had failures.  They are more reliable than 
a regular hosting company, but still not
perfect.  Using a cloud system, puts less burden on the backup companies 
to develop it's own servers and probably
will lead to lower cost offerings for backups.
