I use GIMP.  OTOH, GIMP is basically an open source replacement for
PhotoShop, so it too might be overkill.

For *just* resizing and cropping photos, ImageMagick is available, but
it is mostly command-line oriented (makes it great for using in scripts,
including CGI scripts).  It does include a 'display' program (which I
don't use).  I *think* there is a port for MS-Windows and *probably* a
port for MacOSX, but I am not sure.
