As far as the monitor not getting a "wake up" call call from the computer, is this a quick fix that can be done in the bios? You will be hard pressed to find someone in the computer industry who knows what even goes into a monitor, much less who can use the parts. TV repair is has gone the way of the dodo. (TVs and monitors have a lot in common). To be fair there are probably a few engineers, not based in the far east, who do what is going on inside a monitor.
