Its pretty much a document with open fields in Adobe Reader.. I was trying to figure out a way to sign this document, after filling out the field, reducing the file size, not lose quality, and send as a pdf..
I scanned the printed document after signing it and saved it as AI file. Brought into AI and saved it as pdf..
In the end I just printed it out, signed it, and submitted the document in person, rather then electronically via email..
Still wondering if there is some kind of solution to this, I did notice there was tool to sign document in Adobe Reader yet was not able to use it.. :O/

You've not actually said what the original image is of - nor how it was
scanned.
When we can scan, if it's mainly text, it can be scanned as a image or
as editiable text -- the size (and usefulness) is quite different.
as will the ability to compress it. If the image put into the pdf, is
already a format like jpg - it will already be about as compressed
as it can get.
