[Hidden-tech] consulting job: PHP, MySQL, map generation

I have a interesting small consulting job available here at UMass.
It is PHP, MySQL on a Windows server.
Input would be x,y coordinates from a Google map and a short web form with
data stored to a DB.
Output is updated map images of Massachusetts indicating quadrangles and
blocks/cell, perhaps using GIS shape data, but not a Google mashup.
This is more a self-contained programming job and less a design job.
This project will need to start soon.
