Here is an example of the "teeth" that could be put into a law that would
do something to rid us of domestic spammers.

The FCC has jurisdiction to turn off junk FAXers. Conformity Mag has a
section every month about some actions of various regulatory bodies around
the world. This month there is a blurb about FCC actions against FAXers.

...A Forfeiture Order cites Extreme Leads of Auburn Hills, MI for
delivering unsolicited advertisements by FAX to at least 218 consumers. The
forfeiture..."nearly $1.4 million."

This follows a nearly $2.6 million case against Hot Leads (Addison, TX) for
delivering 417 junk FAXes to 149 consumers....

My comment:

The FCC has jurisdiction over domestic telephone. I believe that is Part 68
of their rules. The FCC Rule & Regs are in Chapter 47 of the Code of
Federal Regulations (47CFR). Congress could simply give the FCC the power
to go after US spammers by leveling good sized forfeitures. 

Why would the Gov't do this? Because for some years now, the Fed Gov't is
broke. They have been doing all they can to get $$. Every so often Congress
has manditaded the FCC to "sell" frequencies thru auctions. The latest,
this past March & April netted $19.6B (Yes, with a B). So you wonder why
cell phone service is so expensive in the US, the last auction of cell
phone frequencies in various markets yielded about $20B.
