Technically, 'Verizon' has built very little of the existing copper. 
They *inherieted* from Bell Atlantic, who inherieted it from Nynex, who
inherieted it from NET&T, who got it from AT&T when 'Ma Bell' was broken
up.

It is not really a 'natural' monopoly.  It was created by federal law
back in the early 1900's.  Back then there were *many* telephone
companies, each with its own 'network' and without any interconnections.
