One solution to this problem is to use a service like Constant Contact that is set up to make it easy to send broadcast emails to large numbers of addresses. Constant Contact also has systems in place to make it easy to manage the email list. You can upload the list of email addresses. This is, however, more of a package solution rather than just an ISP, so it may not be the right solution if your client wants to keep everything in house or if the emails need to be customized to the individual recipients. 

Constant Contact seems to be taking off in a big way in the non-profit world and I presume also in the small business world.
