Andy,

I think that's the right mindset to approach this (i.e. a sandbox).  
Obviously it isn't going to be identical to having completely dedicated 
machines, but Amazon is pretty clear about the specs of the various 
offerings, all the way up to 15G of RAM and 4 virtual cores (for only 
$0.8/hr).  And when you are talking about experimenting with up to 24 
machines, the cost savings should be large (compared to buying the boxes 
or a traditional dedicated server lease).  I think issues like IP 
addresses and hostnames will be more of a configuration task than a 
roadblock (i.e. once you start up an instance, it's IP and hostname 
remain constant and you can use various dynamic DNS solutions if you 
want to get fancier with it).  There are a few different places where 
such things are discussed in relation to clusters and EC2 (e.g.
