T-Mobile and AT&T use different 3G frequencies. As a result the G1 will work on AT&T but will _not_ do 3G (high speed data). There is another Google Android phone about to be released in January that will work on AT&T's 3G network, but not T-Mobile's. It's the Kogan Agora http://www.kogan.com.au/shop/android-powered-kogan-agora-3G-mobile-phone/ This phone is sold unlocked so you wont have to bother with that part.
