Getting around to this a bit after you posted. .. I'm a fan of OfficeTime http://www.officetime.net/ Not really a centralized time clock for people to register that they are in attendance - but it does track project hours. Could be useful for grant reporting? Not sure how it would work for a group, I gather from some of the documentation that it can work. I'm a SOHO. It really works for me. Good luck.
