[Hidden-tech] Online conference registration

The way pay pal works in my experience is, when you log in to pay pal, 
pal pal sets a cookie that does not expire in your browsers cache. so if 
a person clicks on a pay w/ pay pal button the will be brought to a page 
that only has a pay pal login name. If a browser doesn't not have that 
cookie set, the it presents a page w/ the option to pay w/ a card or to 
sign up for pay pal. the sign up side of the page is a little flashier.
