It can work (at least) two ways with blogs. Either you go there to see
what's being posted, or it can be setup to email all members when new
material has been posted.
I prefer the latter approach; my favorite blog (an astronomy site) sends a
daily note if there have been any postings in the past 24 hours; if not, no
mail, but you could always go to the blog anytime, and explore (and post).
