Constant Contact does email campaigns: promotions, newsletters, announcements, etc. You can produce pretty slick stuff with their tools, and the cost is very low. They don't rent or sell lists and they have a policy against spam, and require their customers to maintain unsubscribe links, but I don't have any idea of how closely they police these things.
