David, 

What you are seeing are interlacing artifacts. Video is presented in two
half frames consisting of two fields of video. The odd lines are presented
then the even lines. This 1930¹s antiquated technology is was needed because
TV monitors could not keep the image up a full 30th of a second. Today¹s TV
can do that, but NTSC SD is still interlaced.
Video is 720x480 non-square pixels. To help eliminate this resize your
pictures to 720x536 (square pixels), then to 720x480 (non-square pixels.)
You may have to apply a de-interlacing filter to the images that still give
you trouble.
