I can't say categorically without knowing more about the exact details 
of your ordering requirements, but for most cases (and yes, there are 
some limitations on some
types of 'adult' sites, don't be sure yours is an issue until you read 
the fine print) there are off the shelf web based services that will 
handle most ordering requirements,
creating a totally custom order site today is rarely necessary.

Second, what you are asking for is the worst possible case for a 
programmer,  consider: they have to figure out and then fix someone 
else's mess, that might or might not even work, without any real 
documentation and you have already spend far more than you want and are 
pretty frustrated with the whole process by this point.  Not exactly a 
very good profile for a project someone would want.  Find someone who 
wants to learn and has the time and lots of patience OR give it up and 
find a service.  A student might be good, but they are hard to find 
today.  You might make a posting in the new HT LIVE job listing.
