This already happens now in a big way.

In fact, FWIU, there is a black market where you can buy and sell zombies.

I think statistical filtering (machine learning) + SPF (sender forgery
protection) are the two best solutions at the moment.

FWIU, if you are good about training your statistical filter, it is
possible to get three nines accuracy. This is what we will implement at
GAIA Host Collective.

The idea of innoculation also looks promising--some type of
collaboration between a group of good filter trainers where their work
is shared with a larger community.
