Apparently the legislation changed some years ago, and now requires all health insurance carriers to cover certain items, e.g. periodic mammography, no matter the nature of the policy.  This made it too expensive for the short-term/catastrophic-only carriers, and they all withdrew from the state.  Or so I was given to understand by some knowledgeable insurance agents when I last explored this.
