Hi researchers,

The NIST/US Dept of Commerce is looking for providers for research into  
the functioning of capital markets.  This is a sources sought listing,  
and they *do* want to hear from people interested in being  
subcontractors as well as those who can cover the entirety of their  
need.  Not an immediate offering but if you know someone who does this  
kind of research, it could be a foot in the door.

To actually get a contract, a company would need to become CCR  
registered.  That's an easy process involving a little paperwork but no  
direct expense.

This is a Market Research, Sources Sought synopsis to help the National  
Institute of Standards and Technology identify potential firms capable  
of producing policy and research discussion papers concerning the  
functioning of capital markets for funding emerging technologies.      
The Government anticipates that capable firms will have the ability to  
(1) identify important topic areas critical to the needs of the agency,  
(2) develop papers that address the key areas of interest, and (3)  
disseminate knowledge resulting from the papers.     Examples of topic  
areas are corporate investment strategy regarding high risk R&D and  
portfolio management, corporate risk metrics and their application to  
funding high risk projects, and the use of real options approach to  
corporate decision making. The source shall have the capability to  
conduct independent and unbiased research led by recognized experts in  
the relevant research fields. We are not seeking general business  
consulting. Interested parties shall provide the Government with  
information as follows: (1) Name of Company-include a contact person?s  
name, telephone number and email address; (2) Company Address; (3)  
Company Size (please specify as either-Large, Small, Small  
Disadvantaged, Woman Owned Small Business, Veteran Owned Small  
Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone  
Small Business) or other and indicate whether a large business or small  
business under NAICS 541720. ; (4) Identify whether you are interested  
in this acquisition as a prime contractor or a subcontractor; (5)  
Address whether the services identified in the requirement described  
above are of a type offered and sold competitively in the commercial  
marketplace based on market prices or whether these services are  
exclusively provided to the Government; (6) If commercially available,  
identify standard commercial terms and conditions typically associated  
with these services; (7) Describe experience and past performance with  
similar types of requirements of similar scope and magnitude and  
whether they were performed performance-based and include the contract  
number, Government agency name and address and contract funded amount;  
(8) Identify existing or potential pricing structure for scientific &  
technical labor categories in support of this type of work (9) Identify  
qualifications of technical and management personnel. THIS SYNOPSIS IS  
FOR INFORMATION PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE  
GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A  
CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT  
WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN  
RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.  
Information (no more than 3 pages) should be submitted (two copies are  
requested)) by August 12, 2005, to US Department of Commerce, National  
Institute of Science and Technology, Acquisition Management Division,  
Gaithersburg, MD, 20899, to the attention of Deborah Rincon. Because of  
heightened security, Fed-Ex, UPS or similar delivery methods are  
preferred method of delivery of responses.     HAND DELIVERED RESPONSES  
WILL NOT BE ACCEPTED.
