This will also happen if you have Chrome is a separate "Space" (or newer-and-less-helpful "Desktop" nomenclature).<div class="">1. Quit Chrome (not just close its windows)</div><div class="">2. Right click Chrome in the Dock > Options, and make sure None is checked under Assign To</div><div class="">3. Go into one of the other apps that behaves the way you want, then launch Chrome.
